Ward D Council Office
Councilmember Jake Ephros was elected into office in December of 2025. The Jersey City City Council is the city’s lawmaking body. It passes ordinances, approves the budget, oversees city agencies, and serves as the primary check on the mayor. Our office also provide service to our constituents, connecting our residents with various city services and organizing to make sure Jersey City works for us, not billionaires.
Our council office holds monthly community town halls with our community members, the schedule of which can be found on our public calendar. We also hold regular meetings with neighborhood associations, park organizations, and other organizations active in our community.
Resident Response Center
The Resident Response Center (RRC) is the City’s “one stop shop” office for information or assistance related to the services that City government provides. The RRC also operates SeeClickFix, the online portal residents can use to report issues to the city.

SeeClickFix is operated by RRC. It is the main portal that our city government uses to document complaints and concerns. If you have a complaint or concern for our city, please submit a ticket on SeeClickFix. You can submit a ticket via the web portal, or via the Jersey city Connect app on Android or on iOS.

Sanctuary City
Jersey City is a Sanctuary City. That means:
ICE cannot use City-owned or City-controlled properties as staging areas, processing locations, or operational bases for immigration enforcement.
JCPD cannot participate in civil immigration enforcement.
JCPD cannot ask about your immigration status unless required by law or as part of a criminal investigation.
JCPD may only share data with ICE when mandated by federal or state law (e.g., criminal warrants, certain databases).
JCPD may still comply with judicial warrants, subpoenas, and criminal investigations as mandated by law.
Division of Immigrant Affairs - The city’s Division of Immigrant Affairs help you complete immigration forms and find the non-profit experts you need. All services are free to Jersey City residents, regardless of your immigration status. You can contact the Division at (201) 547-4328.
Community Organizations
SPIRIT OF LIBERATION (SOL) - SOL is a grassroots organization committed to liberation for all through direct action, political education, and community. SOL handles rapid response and ICE watch in Jersey City.
COSECHA - Cosecha is a network of immigrant leaders, families, and workers fighting to protect our immigrant neighbors.
ESTAMOS UNIDOS - Estamos Unidos is a community organization focusing on mutual aid and rapid response against ICE in Union City.
DEMOCRATIC SOCIALISTS OF AMERICA (DSA) - North New Jersey DSA’s Immigrant Justice Working Group is fighting to protect our immigrant neighbors and shut down ICE detention facilities in New Jersey.
MAKE THE ROAD NJ - Make the Road is progressive grassroots immigrant-led organization that advocates for workers rights and immigrant rights.

Landlord Tenant Relations
If your landlord is violating the terms of your lease, or if you are dealing with problems with your landlord, please submit a ticket via SeeClickFix or contact the Resident Response Center (Mon - Fri 9am-6pm) at (201) 547-4900. You can also submit a Constituent Service Ticket to our office here or call us directly at (201) 547-6817.
Office of Landlord/Tenant Relations - The Office of Landlord Tenant Relations administers and enforces the Rent Control Ordinance, Chapter 260 of the Jersey City Municipal Code and provides education, information and referrals to city residents in connection with landlord/tenant issues. Health & Welfare
Women, Infants, and Children Program (WIC) - The WIC program safeguards the health of low-income pregnant, postpartum, and breastfeeding women, infants, and children up to age five. The program strives to provide nutritious foods to supplement diets, information on healthy eating, breastfeeding know-how, and referrals to health care. Contact WIC Jersey City at (201) 547-6842.
Division of Disease Prevention City Clinic - The clinic offers free testing and treatment for STIs, HIV and other sexually transmitted diseases for Jersey City residents. Sex partners can also receive STD testing and treatment. Please bring a photo ID with your Jersey City address or photo ID and proof of Jersey City residency. The clinic is located at One Jackson Square (364 MLK Drive), walk in hours are Mon - Fri 8AM-10AM / 1PM-2PM / 4PM-6PM. Sat appointments only. Call the clinic at (201) 547-5535.
Hudson County Welfare Agency - The County Welfare Agency provides intake and eligibility determination for economic assistance, paternity determination for Child Support, Home Health Care for seniors and the elderly, Social Services for all of its cases, as well as all emergency assistance. The Agency also helps with SNAP, NJ Family Care, and Medicaid. You can call the agency at 201-420-3000.
Seniors
Division of Senior Affairs - The Division serves as a liaison between the thirty thousand senior citizens in Jersey City, and the City administration. They help seniors in many ways including housing assistance, reduced fare NJ Transit applications, Senior Care Photo ID cards, and other services they need. The Division offer weekly shopping trips to Jersey City Shop-Rite (downtown) for senior housing sites throughout Jersey City. You can contact the Division at (201) 547-5750 or (201) 547-4992.
Senior Centers - The Division of Senior Affairs operate 2 senior centers that offer lunch, recreational, educational and other activities.

Meals on Wheels - Meals on Wheels serves between 800 and 1000 housebound seniors daily, including weekends, for a total of over 250,000 meals served each year. The program is designed to enable homebound and disabled seniors to remain in their community with independence and dignity. Contact Meals on Wheels at (201) 547-6809. Apply for Meals on Wheels here.
Senior Lunch Program - The senior lunch, or Congregate Meal Program provides meals for more active non-homebound seniors 60 years old and over at Senior Lunch Sites citywide. These sites provide seniors with the opportunity to gather together and enjoy a hot meal with other community members. Call about the program at (551) 256-2314.
Food Security
Food Pantries - For a list of food pantries near you, please consult the website of Community Food Bank of New Jersey. The City’s Division of Food & Nutrition also maintain a list of certified food pantries here.
Food Not Bombs - Food Not Bombs shares healthy vegetarian food, clothes, and hygiene products with anyone who is in need at the Journal Square plaza every Sunday at noon. Distributions happen every Wednesday & Friday at Journal Square, 5:30pm.
USDA National Hunger Hotline - Hunger Free America operates the USDA National Hunger Hotline. The hotline is a resource for individuals and families seeking information on how to obtain food. The USDA National Hunger Hotline staff connects callers with emergency food providers in their community, government assistance programs, and various social services. Call (866) 348-6479.

Office of Veterans Affairs - The mission of Jersey City's Office of Veterans Affairs is to advocate for Jersey City's Veterans. The office aims to provide professional level services to help veterans obtain viable employment, housing, educational opportunities and social engagement. Call the Office at (201) 547-4919.

Jersey City Parking Division - The Jersey City Division of Parking oversees parking spaces and lots, manages street cleaning, issues tickets for violations, and provides parking permits.
